Within the Isle of Man Government, Digital Isle of Man is leading the establishment and alignment of the Isle of Man’s National AI Office (NAIO) in close partnership across Government, industry and the wider community.
The NAIO will bring together on-Island expertise and international insight to accelerate responsible AI adoption, strengthen assurance and governance, and support innovation that benefits our economy and public services delivery.
The National AI Office will:
- Enable the growth of our economy and strengthen competitiveness
- Drive improvement in public services delivery and efficiency
- Build AI literacy in the Island’s community to support inclusive engagement

HoW tHe naIo Will wOrK
Digital Isle of Man is leading the initial scoping and development of the National AI office (NAIO), working with government and industry to shape a long-term strategy and purpose that reflects the Island’s ambitions and needs.
At the NAIO, we will focus on:
1.
Coordinating AI activity across government and the wider economy to reduce fragmentation and manage risk consistently.
2.
Formulating policy and strategy, including bringing forward the National AI Strategy as a priority.
3.
Providing guidance and assurance for responsible, ethical and secure use of AI through working with our existing regulators.
4.
Building skills and capability, supporting workforce readiness and on-Island AI literacy.
5.
Driving adoption and productivity, enabling businesses to use AI to improve productivity and scale, building on work already underway through Digital Isle of Man’s Activate AI programme.
6.
Fostering collaboration with industry, educators and the community through ongoing engagement.

National AI Strategy for the Isle of Man
The NAIO will bring forward a delivery-ready National AI Strategy, shaped through cross-government and industry input and wider consultation. The aim is a coherent, implementable plan with clear ownership, accountability and alignment to international best practice—rather than a standalone document.
Making the Isle of Man AI Literate
The NAIO will support an on-Island AI literacy programme so people and organisations understand what AI is, how to use it responsibly, and what risks to consider. This builds on existing awareness and skills activity, including Digital Isle of Man’s Activate AI work across the community.
Accelerating AI Adoption
The NAIO will help accelerate practical AI adoption across the economy—supporting businesses to use AI to improve productivity and scale, and helping reduce barriers to implementation. This will complement Digital Isle of Man’s enablement work and partnerships already underway.
Guidance for Safe and Responsible AI
The NAIO will provide clear, proportionate guidance and assurance on safe, ethical and secure AI use—coordinating across government and regulatory bodies, signposting relevant requirements. The aim is consistency, confidence and public trust in how AI is deployed.
AI-Enabled Public Service Improvement
The NAIO will support AI use and innovation in public services to drive efficiency and better outcomes, aligned with wider transformation and digitisation efforts being led by the Efficiencies Programme. This will include identifying and scaling priority “lighthouse” use cases, and establishing an impact baseline with regular reporting as capability matures.
A Future-Ready Workforce
The NAIO will support the development of a future ready workforce on Island through producing an impact assessment of AI. Our work in improving AI Literacy will support readiness through creating opportunities to reskill and practical capability-building, reflecting the recognised need to prepare for AI-driven change. This includes developing training pathways and working with partners to grow access to AI expertise across the public and private sectors.
