INNOVATION CHALLENGE FINALISTS RULEWISE SIMPLIFIES COMPLIANCE WITH INTELLIGENT AGENTS
09 June 2025

As the Isle of Man continues to strengthen its position as a testbed for digital innovation, the Innovation Challenge is spotlighting the next wave of transformative technology. This global competition is designed to highlight practical, scalable solutions that can address industry challenges while shaping the Island’s digital future.
Among this year’s finalists in the Data & AI category is RuleWise, a pioneering platform using intelligent AI-driven agents and embedded ethics to redefine how regulated sectors manage compliance.
A foundation built on experience
While RuleWise was officially founded in 2024, its roots trace back decades through a history of AI innovation and deep sectoral experience. Co-founder Simon Kirkpatrick had already pioneered generative AI applications across FinTech, HealthTech, and AgriTech. But it was the fortuitous meeting with former regulator and bank CEO Mort Mirghavameddin, and Fintech executive Ian Campbell, that sparked a new vision: build a platform to simplify compliance in regulated jurisdictions like the Isle of Man, combining technical insights with regulatory compliance.
The result was RuleWise: a compliance intelligence platform engineered to eliminate inefficiencies, reduce risk, and empower teams across financial services, e-gaming, and digital finance.
A platform designed for impact
At the core of RuleWise are three transformative tools:
- ANCHOR – lets users choose and prompt an AI agent to carry out specific tasks, like spotting policy gaps, creating training materials, or simulating an audit. Each agent works independently to deliver fast, clear results, with the user staying in full control.
- WEAVE – users give a single prompt like “Prepare the audit pack and board summary” and WEAVE coordinates the right agents to deliver tailored results. It reduces errors, avoids duplication, and helps teams work more efficiently by focusing on the goal, not the process.
- BEACON – constantly scans for regulatory changes or risks and suggests actions, updates, and guidance before the user even asks. It helps leaders stay prepared with real-time insights and long-term planning.
Each tier is powered by intelligent agents trained to perform specific compliance workflows. What makes RuleWise unique is the ETHOS Layer, which works across all three levels to build environmental, ethical, and governance values directly into how the AI agents operate. Whether it’s aligning to ESG frameworks, privacy standards, or the Isle of Man’s Biosphere principles, ETHOS ensures that regulatory outputs reflect more than compliance - they reflect conscience.
Built for resilience
Since its launch, RuleWise has achieved rapid traction:
- Live deployments across six jurisdictions, including the Isle of Man
- Regulatory pilots with supervisors and financial institutions
- Finalist in the Véyaon Awards for innovation in customer experience
- Selected in the FinCrimeTech50, recognising global impact in compliance technology
With its unique technology stack, including explainable data analytics, legal prompt taxonomy, and uncertainty modelling, RuleWise is delivering fast, reliable, and regulator-ready outputs across borders.
Focusing on the future
The RuleWise team views the Isle of Man as more than a jurisdiction, it’s a partner in innovation. The Island’s collaborative approach to digital infrastructure, AI governance, and sustainability helped shape the ETHOS Layer and inspired the platform’s broader vision.
The ultimate goal? To position RuleWise as the leading AI compliance platform for International Finance Centres, where innovation, resilience, and responsibility converge.
