Digital Board Chair
Phil Adcock is the founder and Chief Technology Officer of Domicilium Group, a leading datacentre and network provider headquartered on the Isle of Man. He is a Non-Executive Board Member of the newly created Digital Isle of Man Executive Agency and a graduate of Lancaster University, UK, holding a Ph.D. in computer science.
Phil is a chartered fellow of the British Computing Society and a member of the Internet Society and Association of Computing Machinery.
Digital Isle of Man CEO
Lyle is the Chief Executive of Digital Isle of Man. He is a highly experienced management and technology consultant who has worked across the whole digital and fintech space. Most recently he was Head of the New York office for Pcubed – a significant international management consultancy practice with offices around the world.
Lyle has worked extensively with large private sector and public sector clients in London and America including RBS, Deutsche Bank, IMF, US Federal Reserve and UK Cabinet Office.
Digital Board Member
Deb Byron is Director of IT for Hansard Global plc and has played a key role in implementing secure, robust systems and developing Hansard’s award-winning online systems. She has chaired the Chamber of Commerce Digital Committee for 14 years, is also an IOM Institute of Directors Committee member, and an IOD-certified Director, with over 36 years of ICT experience.
In 2018, Deb joined a group of influential women who working in the tech sector to form Love Tech Isle of Man. Love Tech’s aim is to inspire and empower girls to explore opportunities in STEM on the Isle of Man.
Deb also joined the IOM Hospice Technology Board in 2018. The Board oversees a number of innovative digital solutions to reduce costs and make Hospice services more effective.
In 2019, Deb joined IOM Government’s Digital Oversight Committee which provides effective oversight of all Isle of Man Government digital programs and related processes.
MHK & Department Member for Digital Isle of Man
Daphne was appointed a political Member of the Department for Enterprise in 2016, and she has served on the Digital Agency since its inception in 2018.
A former journalist, she has 20 years’ experience as a communications and customer service professional within the public sector including 10 years promoting the Isle of Man via print, TV and online media.
Joe Hughes is the CEO of Manx Technology Group (MTG) and the CEO of the Manx e-Gaming Association (MeGA). As a body, MeGA represents the Island’s largest e-Gaming and software companies.
Joe is also a non-executive board member of the Isle of Man DfE’s Digital Agency. He has a background in software development, networks, datacentres and enterprise IT.
Russell’s background is as senior partner of KPMG in the Isle of Man with experience of providing audit and financial advisory services. Russell founded the eGaming tea, for KPMG in the Isle of Man and is a regular speaker at eGaming events. Russell is a Chartered Accountant and has worked for KPMG in the Isle of Man, Gibraltar, London and Jersey.
Russell is a member of the board of the Digital Agency.
Department for Enterprise CEO
Mark first joined the Department in 2012 following an extensive career spanning over 25 years on and off the Island that included senior executive positions across a range of sectors including financial services, technology, hospitality, leisure and construction.
Mark has previously been the Managing Director for one of the Isle of Man’s largest banks, the head of operational strategy for a global wealth business, director of a significant pan-Island technology and change function and an independent consultant in both financial services and in technology based transformation and in his career has worked extensively in the Isle of Man, London and Channel Islands.
Mark has a breadth of experience in the Island’s key sectors, strong connections with industry and first-hand experience in implementing large scale strategies and prior to his current role Mark was the Executive Director for Government Technology Services within the Cabinet Office, the shared service for technology services and digital transformation within Isle of Man Government.
As interim Chief Executive of the Department for Enterprise, Mark instated a full strategic review of the existing structure, implementing a fundamentally different format and introducing Executive Agencies enabling them to leverage the private sector expertise and knowledge and create a partnership approach to product development, policy input, and promotion.
Mark is a Fellow of the Institute of Directors, a Chartered Member of the British Computer Society, and a Fellow of the Chartered Management Institute with significant executive and management training and experience.
Kristan is a highly motivated technology expert with over 20 years of experience across all areas of technology, from software development and infrastructure to business and operations.
Kristan especially enjoys the challenge of start-ups and is currently working on a new mobile engagement service based on the Island. He is also very engaged and passionate about developing all sectors of the local business community in his role of Vice President of the Isle of Man Chamber of Commerce.
Katie managed the islands Bridge Angel Network, nurturing early-stage startups to the point of being pitch-perfect; assisting with business development activities through strategic partnerships, investor relations and customer acquisition activities and creating a tight-knit community via events and networking opportunities. A qualified marketer, Katie’s skills span specialisms including software development, e-gaming and early-stage investment industries.
Katie founded Petra Consulting in 2019. Katie now works on a variety of corporate and start-up related projects and recently became co-director of Founded and Startup Grind Isle of Man. Startup Grind is the world’s largest community of startups, founders, innovators and creators. Katie believed that bringing Startup Grind to the Isle of Man would enable the entrepreneurial community to connect with opportunities on a global level.
Head of eGaming
Tony Ure is the Head of eGaming for Digital Isle of Man.
His role is to facilitate inbound investment from the eGaming sector to one of the world’s leading gaming jurisdictions, encouraging diversification, growth and innovation in this industry.
Prior to working for the Isle of Man Government, Tony spent over 30 years working in senior roles for some of the most recognisable names in the gaming industry.
Head of Esports
A proud Manx man, Chris’s passion for the Isle of Man is equaled by his passion for video games and esports. A regular and recognised speaker, panellist and moderator within the esports business community, Chris has been bringing his knowledge of corporate solutions to the esports and video gaming space for many years.
A background in software development and a sought after ability to translate trends and requirements across different industries, Chris is perfectly suited as our Head of esports. Supporting the local grassroots scene along with educating esports Org owners, pro players, tournament operators on the benefits of doing business on the Island, Chris always welcomes conversations on the Isle of Man and esports.
Head of Strategic Partnerships
Abby joined Digital Isle of Man in April 2019, bringing with her over ten years’ experience working with the eGaming, technology and professional services sectors in the Isle of Man and Gibraltar.
Abby is responsible for leading the strategic partnership team in partnering with businesses to facilitate their growth in the Isle of Man, as well as attracting new businesses to the Island.
Steve Billinghurst is Regulatory lead at Digital Isle of Man, responsible for engaging with businesses and individuals interested in understanding how the Island’s financial services regulatory framework impacts their digital business proposition. Steve has been supporting the Digital team since the launch of the Agency’s blockchain market focus in 2019, looking at the development of blockchain and more broadly crypto finance regulation and legislation in other key competitor jurisdictions. His role has also extended to maintaining an awareness and understanding of international crypto finance developments in key competitor jurisdictions and ensuring the Isle of Man maintains its competitive position through ongoing review and update of its own legislative framework. In doing this, Steve works closely with the Financial Services Authority and Finance Isle of Man.
Steve has worked in offshore financial services and with regulated entities for over 20 years as a chartered accountant in Deloitte Isle of Man and Jersey and most recently led PwC Isle of Man Advisory services where he advised clients on the implications of current and new financial services regulations.
Sarah joined Digital Isle of Man in September 2020 to manage the Isle of Man Government Accelerator Programme for IoT (Internet of Things), the initial aims of which are to promote the use of IoT for the social and economic development of the Island.
She has worked in telecommunications for over 23 years in several key business areas; Product Management, Business Development, Head of Retail Operations, ISP Operations and HR. Specialising in Manx Telecom for the last 9 years on developing global M2M (Machine to Machine) and IoT solutions, she was initially business development manager then gained her product management certification with responsibility for IoT product development strategy.
Karen joined Digital Isle of Man in September 2020 upon returning to the Island after ten years in the South West of England.
She is an experienced Key Account Manager with a demonstrated history of working with a variety of organisations in both the private and public sector.
Skilled in negotiation, business planning and management, she prides herself in delivering exceptional customer service and relationship management.
Karen will be focussed on partnering with businesses to facilitate their growth on the Isle of Man, as well as attracting new business to the Island.
David is a Senior Manager in the Advisory team at KPMG Isle of Man, which he returned to in 2018 after periods working with KPMG member firms in the UK and in Central and Eastern Europe. He has 20 years’ experience helping organisations across most industries understand risks and recognise opportunities, with a particular interest in the role played by technology.
David has been seconded to work with Blockchain Isle of Man, joining the team in August 2019.
Digital Infrastructure & Telecommunications
Richard joined Department for Enterpise in the December of 2018 with responsibility for the development and implementation of a National Telecommunications Strategy.
Richard has over 20 years’ experience in telecommunications and networks as both an engineer and programme manager. This included responsibility for infrastructure support and customer service in the Governments Technology Services Division and a number of years as Head of Technology and Licensing for the Island's telecoms regulator the Communications Commission.
Digital Infrastructure & Telecommunications Manager
Andrew joined Digital Isle of Man in January 2020 after a career spanning almost 30 years with Manx Telecom where he held various management positions, most recently Head of B2B Sales. Andrew is working in the Digital Infrastructure & Telecommunications team, assisting with the development of the Telecoms strategy and the implementation of the National Broadband Plan.
Charli joined the Digital Isle of Man in early 2020, with a background in marketing from many years in the hospitality and finance sectors; the jump to a B2B approach was a welcomed change.
Through her CIM qualifications and post-graduate work in events and PR, Charli is utilising every aspect of her experience in her role as Marketing Manager.
Lawrence joined Digital Isle of Man in 2018 upon returning to the Island after ten years in London, where he worked in the Private Medical industry. He has a particular passion for all things digital marketing; creating engaging communications that incite action and staying up-to-date with the latest trends and developments that are driving change in the industry.
Lawrence has recently completed his CIM Level 6 Diploma in Professional Digital Marketing.
